ReGreen as a Retrofitting Rating System

My committee and I are interested in forming and pushing forward a National LEED ReGreen/Retrofitting Rating System. My committee Residential Green Building Committee (RGBC) and other National RGBC Advocates across the U.S. want it-- and are demanding it! Looking to start a good productive discussion about how we can make the existing ReGreen Program into a rating system.

Most homes in the market are existing and inefficient. I would like to see a LEED rating system specifically for residential remodeling. My hope is that we can come up with something to make the home green without tearing out all of the walls.

That is a great idea, the home performance market for existing homes needs to have a holistic rating system that is a combination of a HERS score, BPI audit for health and safety and water (grass removal, aerators, toilets) and material usage (maybe recycled denim or cellulose). APS and SRP have adopted the Home Performance with Energy Star program to give some QC to energy retrofits on existing homes that is successful and fluid. What is the process of pushing this forward? Can an outline/technical guidelines be made at the Chapter level or is that something only National can do?
